(17.) The dialects a knowledge of which is required before an Interpreter is qualified for promotion to the Second and First Classes shall b prescribed for each interpreter by the Government.

(18) Any Interpreter may, on passing the requisite examination, he promoted to a higher class at any time that a vacancy occurs,

(19.) Interpreters are liable to be transferred from one Court or Depart- inent to another, and may be called upon to serve in any part of the Colony,

(20.) During the first two years after their appointment, Interpreters in the Third Class may be required to attend three months in each year at the Registrar General's Office for special instruction and to attend at the Supreme Court and the Magistracy in order to study the practice of interpretation.

(21) A certain number of posts in the Department shall be styled Translatorships,

(22.) Sub-sections 11, 12, 13, 15, 16, 18 and 19 shall apply mutatis mulandis to Translators.

(23.) Translators shall be arranged in three classes, the qualifications for admission or promotion into which shall be as follows:

Third Class:—

(1) Knowledge of English.

(2) Ability to translate at sight enay petitions, letters and

business documents into English and vice versû.

Second Class :——

(1.) Correct knowledge of English.

(2.) Ability to translate at sight ordinary petitions, letters and business druments into correct English and rice Terza.

First Class :--

(1.) Correct knowledge of English.

(2.) Ability to translate Chinese editorials into English and to translate laws, regulations and speeches into Chinese and vice versa.

(24.) All examinations shall be conducted by a Sub-Committee of the Board of Examiners, under the chairmanship of the Registrar General. On passing any examination under these rules an Interpreter or Trausla- tor shall be granted a Certificate in the following form :-

(25.) To qualify for posts in the 5th Grade candidates must obtain a 6,0, 16 (2) 91 3rd class certificate from the Board of Examiners; to qualify for posis in 1906. The 4th and 3rd Grades they must obtain a 2nd class certificate, and for posts in 2nd, 1st and Higher Grades a 1st class certificate.

(26.) An officer holding a post in the Interpretation Sub-Department, (1.0.16 rajol who fails to qualify for that post within a period of two years from the 1907. date of his appointment, will be liable to be replaced by a qualified officer. In this case, if he is on the temporary staff, his services may be dispensed with, and, if he is on the permanent staff, he may be replaced in his former grade.

(27) The Scheme of Salaries given in Appendix E applies only to 0.0 18 (6) of qualified officers. An unqualified oflicer will receive the maximum salary of the grade below that allotted to his post and he will not be entitled, until he qualifies, to count his service in his post for purposes of increment of salary.

(28.) Candidates for Interpreters' Certificates who have failed to pass a C.5. Cirentur previous examination for the same certificate may be required, as a con- dition of presenting themselves again, to furnish proof that they have been since studying the subjects in which they are to be examined.

(29). It shall be one of the duties of the Translators and Interpreters in the Supreme Court, the Magistracy and the Registrar General's Offer to give every assistance in their power to Student Interpreters and Inter- preters temporarily attached to these Departments.

(30) The Chief Interpreter of the Supreme Court shall exercise supervi- sion over the Second and Third Class Interpreters in the Supreme Court. and the Magistracy in the performance of their duties and als› over the Student Interpreters who may be temporarily attached to these Courts. He shall assist them in their studies and shall arrange that they have Ipportunities of interpreting under his guidance or that of a First Class onterpreter. The Chief Interpreter shall report on the qualifications of all candidates for promotion and all proposals to transfer an Interpreter from one Department to another shall be referred to him for his opinion as to their suitability.
